I have examined the accompanying Ordinance, entitled "An Ordinance enacted by the Governor of Hong-Kong, with the advice and consent of the Legislative Council thereof to apply a sum not exceeding Two Millions Three hundred and forty Seven thousand four hundred and eighty one Dollars to the Public Service of the year 1874, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
